The recent subprime mortgage crisis has brought to the forefront the possibility of discriminatory lending on the basis of race or gender. Using the over 10 million observations collected by the federal government in 2006 through the Home Mortgage Disclosure Act, this paper explores these claims causally. In so doing, the paper explores two possible theories of discrimination: (1) that any discriminatory lending patterns are picking up the fact that minority borrowers went to different lenders, perhaps as a result of predatory lending, and (2) the possibility that individual lenders discriminated against identically situated borrowers. The results presented provide limited evidence for the idea that borrowers of different races went to different lenders, but only in certain regions of the country and only for certain minority groups. In addition, many of these results are sensitive to missing confounders – e.g., financial data like credit scores and down payments, which the federal government does not collect. Ultimately, the results’ sensitivity suggests that more data gathering is in order before definitive assertions can be made by legal and policy actors.
It is conventional wisdom that it is possible to reduce exposure to indoor air pollution, improve health outcomes, and decrease greenhouse gas emissions in the rural areas of developing countries through the adoption of improved cooking stoves. This belief is largely supported by observational field studies and engineering or laboratory experiments. However, we provide new evidence, from a randomized control trial conducted in rural Orissa, India (one of the poorest places in India), on the benefits of a commonly used improved stove that laboratory tests showed to reduce indoor air pollution and require less fuel. We track households for up to four years after they received the stove. While we find a meaningful reduction in smoke inhalation in the first year, there is no effect over longer time horizons. We find no evidence of improvements in lung functioning or health and there is no change in fuel consumption (and presumably greenhouse gas emissions). The difference between the laboratory and field findings appear to result from households’ revealed low valuation of the stoves. Households failed to use the stoves regularly or appropriately, did not make the necessary investments to maintain them properly, and usage rates ultimately declined further over time. More broadly, this study underscores the need to test environmental and health technologies in real-world settings where behavior may temper impacts, and to test them over a long enough horizon to understand how this behavioral effect evolves over time.
Transnational advocacy organizations are influential actors in the international politics of human rights. While political scientists have described several methods these groups use – particularly a set of strategies termed ‘information politics’ – scholars have yet to consider the effects of these tactics beyond their immediate impact on public awareness, policy agendas or the behavior of state actors. This article investigates the information politics surrounding sexual violence during Liberia’s civil war. We show that two frequently-cited ‘facts’ about rape in Liberia are inaccurate, and consider how this conventional wisdom gained acceptance. Drawing on the Liberian case and findings from sociology and economics, we develop a theoretical framework that treats inaccurate claims as an effect of ‘dueling incentives’ – the conflict between advocacy organizations’ needs for short-term drama and long-term credibility. From this theoretical framework, we generate hypotheses regarding the effects of information politics on (1) short-term changes in funding for human rights advocacy organizations, (2) short-term changes in human rights outcomes, (3) the institutional health of humanitarian and human rights organizations, and (4) long-run outcomes for the ostensible beneficiaries of such organizations. We conclude by outlining a research agenda in this area, emphasizing the importance of empirical research on information politics in the human rights realm, and particularly its effects on the lives of aid recipients.
Research suggests that women are more likely than men to pass over opportunities to negotiate for higher compensation. Studies from the laboratory, surveys, and field suggest that men are at least four times more likely than women to negotiate for compensation (Babcock & Laschever, 2003; Small, Gelfand, Babcock, & Gettman, 2007). When they do negotiate, women tend to claim smaller percentage increases than men on their initial salary offers (Brett & Stroh, 1997; Gerhart & Rynes, 1991; Stevens, Bavetta, & Gist, 1993). Aghast by women’s apparent lack of negotiating ability as well as the implications of this “gender negotiation gap” for the gender wage gap, both policy makers and professors have proposed additional training for women to raise their negotiating aspirations and effectiveness.
In this chapter, we argue that this apparent perceived bargaining deficiency on women’s part is actually a rational response to the differences in incentives and expectations that men and women face in compensation negotiations—one that is obscured by focusing solely on the immediate material payoffs from negotiation … We propose a two-period model in which employees make decisions about whether to negotiate for higher compensation in period one. Our purpose in creating a mathematical model is to be very concrete about the different effects that negotiating may have on a person’s utility and then to investigate how optimal decisions are affected by the gendered behavioral norms and expectations.
In the increasingly globalized context of the UAE, women’s leadership development programs have become high on the agenda of government, academic and private sector organizations. Accordingly, the UAE is an interesting location to examine the growth in women’s leadership development programs and to better understand their evolution, goals and impacts. These programs vary greatly in levels of impact, some providing models to follow and continue building upon and others offering a learning opportunity on what works and what doesn’t in the UAE particularly and the region more generally. With a roundtable discussion on women’s leadership development as a backdrop, which brought together experts from three key sectors (private, public, academic), this policy brief reevaluates women’s leadership development programs in the UAE. Through a diversity of perspectives, important questions regarding women’s leadership development are posed with the ultimate goal to present key recommendations to policy makers in the UAE about how to improve and strengthen such programs
Financial stress is widely believed to cause health problems. However, policies seeking to relieve financial stress by limiting debt levels of poor households may directly worsen their economic well-being. We evaluate an alternative policy – increasing the repayment flexibility of debt contracts. A field experiment randomly assigned microfinance clients to a monthly or a traditional weekly installment schedule (N = 200). We used cell phones to gather survey data on income, expenditure, and financial stress every 48 hours over seven weeks. Clients repaying monthly were 51 percent less likely to report feeling “worried, tense, or anxious” about repaying, were 54 percent more likely to report feeling confident about repaying, and reported spending less time thinking about their loan compared to weekly clients. Monthly clients also reported higher business investment and income, suggesting that the flexibility encouraged them to invest their loans more profitably, which ultimately reduced financial stress.
The impact of gender diversity on corporate leadership has been widely debated for many years. In our review of the topic, we look at the impact from a global perspective by analyzing the performance of close to 2,400 companies with and without women board members from 2005 onward.
This paper provides experimental evidence on how informational differences may translate into performance differences in competitive environments. In a laboratory tournament setting, we manipulate beliefs about the effort-reward relationship by varying how much information people receive on the potential impact of luck on outcomes. We find that an informational disadvantage worsens the understanding of the effort-reward relationship, and significantly lowers performance. Our study is inspired by informational differences in the labor market where some individuals have less data on the determinants of economic success than others due to social networks or the availability of similar others to learn from.
Exploiting a randomized natural experiment in India, we show that female leadership influences adolescent girls’ career aspirations and educational attainment. A 1993 law reserved leadership positions for women in randomly selected village councils. Using 8453 surveys of adolescents aged 11 to 15 and their parents in 495 villages, we found that, relative to villages in which such positions were never reserved, the gender gap in aspirations closed by 20% in parents and 32% in adolescents in villages assigned a female leader for two election cycles. The gender gap in adolescent educational attainment was erased, and girls spent less time on household chores. We found no evidence of changes in young women’s labor market opportunities, which suggests that the impact of women leaders primarily reflects a role model effect.
Career stories of 50 female executives from major corporations and high-growth entrepreneurial ventures suggest two alternative accounts of how women legitimize their claims to top leadership positions: navigating and pioneering. In navigating accounts, the women legitimized their claims to top authority positions by following well institutionalized paths of career advancement (e.g., high performance in line jobs) and self-advocating with the gatekeepers of the social hierarchy (e.g., bosses, investors). In pioneering accounts, the women articulated a strategic vision and cultivated a community of support and followership around their strategic ideas and leadership. The career stories suggested that, when the women’s authority claims were not validated, they engaged in narrative identity work to revise their aspirations and legitimization strategies. Sometimes narrative identity work motivated women to shift from one type of account to another, particularly from navigating to pioneering. Based on inductive analyses of these 50 career stories, I propose a process model of how women legitimize their claims to top leadership positions by recursively resetting career accounts as authority claims succeed or fail.
In the last decade the world has witnessed a rise in women’s participation in terrorism. Women, Gender, and Terrorism explores women’s relationship with terrorism, with a keen eye on the political, gender, racial, and cultural dynamics of the contemporary world.
Throughout most of the twentieth century, it was rare to hear about women terrorists. In the new millennium, however, women have increasingly taken active roles in carrying out suicide bombings, hijacking airplanes, and taking hostages in such places as Palestine, Iraq, Afghanistan, Sri Lanka, Lebanon, and Chechnya. These women terrorists have been the subject of a substantial amount of media and scholarly attention, but the analysis of women, gender, and terrorism has been sparse and riddled with stereotypical thinking about women’s capabilities and motivations.
In the first section of this volume, contributors offer an overview of women’s participation in and relationships with contemporary terrorism, and a historical chapter traces their involvement in the politics and conflicts of Islamic societies. The next section includes empirical and theoretical analysis of terrorist movements in Chechnya, Kashmir, Palestine, and Sri Lanka. The third section turns to women’s involvement in al Qaeda and includes critical interrogations of the gendered media and the scholarly presentations of those women. The conclusion offers ways to further explore the subject of gender and terrorism based on the contributions made to the volume.

A state's ability to maintain mandatory conscription and wage war rests on the idea that a "real man" is one who has served in the military. Yet masculinity has no inherent ties to militarism. The link between men and the military, argues Maya Eichler, must be produced and reproduced in order to fill the ranks, engage in combat, and mobilize the population behind war.
In the context of Russia's post-communist transition and the Chechen wars, men's militarization has been challenged and reinforced. Eichler uncovers the challenges by exploring widespread draft evasion and desertion, anti-drat and anti-war activism led by soldier's mothers, and the general lack of popular support for the Chechen wars. However, the book also identifies channels through which militarized gender identities have been reproduced. Eichler's empirical and theoretical study of masculinities in international relations applies for the first time the concept of "militarized masculinity," developed by feminist IR scholars, to the case of Russia.
Visions of the post-conflict reintegration process in Sierra Leone as a moment of healing, reconstruction, opportunity and rehabilitation do not take into account the experience of women and girls who were raped during the conflict. For them, the post-conflict period is often characterized by trauma, silence and stigmatization. This article examines wartime rape in relation to the liberal family model and the perception of sex as a ‘private’ social concern rather than a public security issue.
Two experimental studies examined the effect of power-seeking intentions on backlash toward women in political office. It was hypothesized that a female politician’s career progress may be hindered by the belief that she seeks power, as this desire may violate prescribed communal expectations for women and thereby elicit interpersonal penalties. Results suggested that voting preferences for female candidates were negatively influenced by her power-seeking intentions (actual or perceived) but that preferences for male candidates were unaffected by power-seeking intentions. These differential reactions were partly explained by the perceived lack of communality implied by women’s power-seeking intentions, resulting in lower perceived competence and feelings of moral outrage. The presence of moral-emotional reactions suggests that backlash arises from the violation of communal prescriptions rather than normative deviations more generally. These findings illuminate one potential source of gender bias in politics.
In this paper, I analyze the impacts of a centuries-old social institution, the caste system, (directly) on households'access to water resources and (indirectly) on female time allocation in India. The idea behind this study is quite intuitive, yet this remains an almost entirely unexplored topic: water is believed to be an agent that spreads pollution upon contact with a person who herself is in a state of pollution. Therefore, in many regions of India, the upper caste households insist on maintaining distinct water sources from the lower caste (i.e. untouchable) households in their villages. Data shows that over 69% of rural Indian households have to collect water for drinking purposes, and those fetching water are predominantly women. Thus, caste discrimination in the access to water resources creates an unequal burden for women and have important intra-household implications. My empirical findings support this hypothesis: the total time low caste women spend to collect water is significantly higher when they reside in a village dominated by lower castes (in terms of population shares), compared to a village dominated by upper castes. This is due to the congestion of the wells that low-caste members can access, and the results hold true even after controlling for village-level fixed effects. I also document the effect of the reservation of leadership positions in the village administrative bodies, i.e. Panchayati Raj, for low castes members: indeed, low caste members are more inclined to invest in water infrastructure in the low caste hamlets, which decreases the time spent at the water source by low caste women. This positive impact tends to be relatively higher in villages where low caste households represent a majority of the population. The analysis also shows that reservations for women in village leadership positions do not have a significant impact on low caste women's access to water resources.
In this paper we establish six stylized facts related to marriage and work in Latin America and present a simple model to account for them. First, skilled women are less likely to be married than unskilled women. Second, skilled women are less likely to be married than skilled men. Third, married skilled men are more likely to work than unmarried skilled men, but married skilled women are less likely to work than unmarried skilled women. Fourth, Latin American women are much more likely to marry a less skilled husband compared to women in other regions of the world. Five, when a skilled Latin American woman marries down, she is more likely to work than if she marries a more or equally educated man. Six, when a woman marries down, she tends to marry the “better” men in that these are men that earn higher wages than those explained by the other observable characteristics. We present a simple game theoretic model that explains these facts with a single assumption: Latin American men, but not women, assign a greater value to having a stay-home wife.
Female “empowerment” has increasingly become a policy goal, both as an end to itself and as a means to achieving other development goals. Microfinance in particular has often been argued, but not without controversy, to be a tool for empowering women. Here, using a randomized controlled trial, we examine whether access to and marketing of an individually held commitment savings product lead to an increase in female decision-making power within the household. We find positive impacts, particularly for women who have below median decision-making power in the baseline, and we find this leads to a shift toward female-oriented durables goods purchased in the household.
